WASHINGTON, D.C., December 17, 2009 (LifeSiteNews.com) – The District of Columbia now has a green light to allocate some of its federally-funded budget to subsidize the abortions of low-income women after President Barack Obama signed the measure into law as part of a $1.1 trillion omnibus spending package for the 2010 fiscal year.

Congress had approved the measure on Sunday, which combines $447 billion funding the federal government’s operating budget with $650 billion in payments for existing federal benefit programs.

The bill lifts the Dornan amendment, which for thirteen years had prevented the D.C. local government from allocating federal funds appropriated for its operating budget to pay for the elective abortions of poor women except in cases of rape, incest, or threat to the life of the mother.
